Though Governor Jim Gilmore has reappointed dozens of Allen administration people to various agencies and commissions, it seems correct to say that his is a far different governorship from that of his predecessor.
In fact, one might even be inclined to call Gilmore a latter day Linwood Holton since, like Holton, Gilmore is reaching out to groups that don’t traditionally have Republican leanings and in the process alienating some members of his own Rarty.
There was grumbling about his naming former state NAACP director Linda BirdHarden to head a minority business outreach agency and of his decision to restore the Department of Environmental Quality to its former state which some felt was bureaucracy personified.
Then there is his alliance with the AFL-CIO on the matter of tobacco factory workers and his inclination to be, unlike Allen, non-confrontational toward Democrats in the General Assembly.
