ent philosophically, with Allen considerably more conservative in outlook, but almost totally different in style. One could not picture Gilmore, the very picture of a well-clad attorney, wearing cowboy boots and dipping snuff like Allen.

Gilmore, as he demonstrated when attorney general, is more the corporate executive type who is well-organized and carefully attends to his “in” and “out” baskets each day. His two predecessors, Democrat Doug Wilder and Republican Allen, were much more inclined to shoot from the hip, though both are generally conceded to have been excellent chief executives.

And so, too, may Gilmore given time. He has already partially fulfilled his pledge to virtually eliminate the personal property tax on vehicles and is presiding over a continuing period of economic boom in Virginia.
