Willis said he was offering an olive branch by nominating Lynch to the council to fill the vacancy left by Rene Ruffner, who resigned the previous week. Willis said he would not vote because of a business arrangement he has with The Inn that gives him more than $10,000 a year. Lynch is coowner of The Inn. Council member Charles Tbmpkins seconded the nomination, and when no other candidates came forward, the council voted unanimously to appoint Lynch.
