in the Rappahannock News that “The county had 20 applicants for the position and interviewed the top six. Mr. Menefee was the unanimous choice due to his experience.” After reading that, she decided to file a complaint to the E.E.O.C. in March 1997.
One year later the E.E.O.C. completed its investigation, which included examining each candidate’s applications, although no interviews were conducted. In the determination letter, it stated that their investigation decided that Reid was “substantially better qualified for the position than the male selected. The selectee has a high school education. He has been a minister for 15 years, a fire fighter, and a chaplain. He has three years experience as service manager/ inspector for an automobile dealership and seven months experience as an assistant store manager. He raises pedigree rabbits and Dalmatians.”
Reid’s experience was listed as including “five years as a veterinary assistant at an animal hospital, one year experience as shelter manager/adoption coordinator for an animal welfare league, and one year experience as an office manager. Charging Party has extensive knowledge of animal laws, companion and husbandry, capture techniques, basic knowledge of firearm safety and usage, and basic computer knowledge.”
The letter stated that based on the evidence, “more likely than not the Charging Party’s non-selection was based on her sex.”
