as a result of council’s actions tonight all of our problems are behind us. It will take a lot more than this to erase the heritage of dirty politics and tradition of control and intimidation by a few. I look forward to the day when business of the town is conducted in open and public meetings rather than on telephone lines beforehand, as well as through elections where people are free to choose and make up their own minds...Lastly I look forward to a government when those in power not use their positions for personal agendas or vendettas.”

Far from being the passive observer he had been while on the council in the past, Lynch was active in the discussions and made a request that personnel salaries be discussed in the public meeting rather than in executive session. Reynolds responded by saying that the law only stated that although the council may choose to go into executive session to discuss certain subjects, it is not required to.
