Far from being the passive observer he had been while on the council in the past, Lynch was active in the discussions and made a request that personnel salaries be discussed in the public meeting rather than in executive session. Reynolds responded by saying that the law only stated that although the council may choose to go into executive session to discuss certain subjects, it is not required to. Lynch’s suggestion failed for lack of support.
