William F. Baylor, Jr.,

New Scout Executive

Mr. S. Byrrie Downing, Jr., President of {}ie Shenandoah Area Council, Boy Scouts of America, has announced that William F. Baylor, Jr., has assumed position as Field Executive of the Council. This new position was created by the lExecutive Board so that better service could be given to the Council territory and is in line with the expanding program of the Council based on a five year plan. Mr. Baylor is a native of Richmond, and has had a rieb Scouting background as well as other organizations dealng with young people.

He is a Star Scout and has been Scoutmaster, President and Treasurer of the young peoples Department of the Methodist church, member of the Board of Governors and Sgt. at Arms of the Literary Society. He grad - ated in June from the University of Richmond with a B.A. degree in Political Science. He spent 2 years in the U. S. Navy and has recently been, with the Department of Conservation and Development as a Seasonal Ranger. On December 15 he graduated from the 140th National Training—School- for Executives in Mendham, N. J., a n d assumed his duties in the Shenandoah Area Council on January J.

Mr. Baylor will reside in Martinsburg and he particularly responsible for the Potomac District covering tiie counties of -Jefferson, Morgan and Berkeley.

Mr. Downing pointed out that because Mr. Baylor will reside in the Potomac District, he will be much more available for contacts than has been possible with only two men. Naturaly this will release the other two Executives M concentrate on the other section of the Council. Mr. John I. Moore who lias been with the Council for some time as Field Executive will concentrate his efforts in the Two-Rivers Section, Shenco and Two-Rivers Districts. Mr. Basil F. Starkey, Scout Executive, will continue his over-all supervision of the Council as well as carry some District assignments in the Shawnee District.
