The need for such telephone service is explained in one way: Rappahannock is a small county, handicapped with geographical separations which the 'citizens realize and they are searching for the quickest and most effective way to surmount them.
There is not now, and never has been, complaint of the telephones. You might say that it is flattering to the telephone to say that the people recognize the power held in the communication system.
