In addition to sanding the foregoing accusations to oar Govw* nor, this same party or parties l making the accusations sent copies to the local paper in Orange County and to the Rappahannock News. The Orange editor refused to publish the accusations. However, they were published in the Rappahannock News dated June 22, I960, under the > heading, “Letters to the Editor.” The same name, D. J. Johnson, was signed to the communication which appeared in the paper.
The local school and civil authorities in the four counties are trying to locate the writer of these accusations, but to date no such person as D. J. Johnson has been located.
Recommendations:
As a result of the findings in this matter, I wish to make the following recommendations:
1. That no further attention be given to the accusations until the party or parties making the accusations are identified.
2. That in event that these parties are identified, the State and local officials request them to sign affidavits to the effect that these accusations are-true.
3. That if they sign such affidavits, they be required to prove in court the accusations to be true.
4. That if the party or parties refuse to sign such affidavits, the whole matter be dropped.
