(d) Drive to the left of the center of a street, except upon one-way streets.
8a. When any person shall ba convicted of violating any provision of this ordinance which designates the muriimiwi speed limit for the operation of motor vehicles, and the judge or jury shall find that such person exceeded the prescribed speed limit by more than five miles per hour, then, in addition to any other penalties provided by this ordinance, the operator’s permit of such person may be suspended for a period of ten days. For the second, and each subsequent conviction within the period of one year, in addition to the other penalties provided by this ordinance, tbt operator’s permit of such person shall be suspended for a period of sixty days. The provisions of this section shall not apply in any case unless the applicable speed limit is forty-five miles per hour or more. In case of conviction, the court or judge shall require the delivery of the operator’s permit to the court where it shall be held in accordance with the provisions of Chapter 48.1-425 of the Code of Virginia.
8. The speed limits set forth in this ordinance shall not apply to vehicles when operated with due regard for safety under the direction of the police in the chase or apprehension of violators of this ordinance, or of a person charged with, or suspected of, any such violations, nor to fire department vehicles when travelling in response to a fire alarm or pul-motor cars, nor to county or municipal ambulances traveling in emergencies.
