(a) Upon a highway which is divided into three lanes, a vehicle shall not be driven in the center lane except when overtaking and passing another vehicle, or in preparation for a left turn, or unless such center lane is at the time allocated exclusively to traffic moving in the same direction the vehicle is proceeding and is sign-posted or marked to give notice of such allocation;
(b) Wherever a highway is marked with double traffic lines consisting of two immediately adjacent soiid lines, no vehicle Shall be driven to the left of such lines, except that it shall be lawful to make a left turn for the^purpose of entering or leaving a public, private or commercial road or entrance.
(c) Whereever a highway is marked with a double traffic line consisting of a solid line immediately adjacent to a broken line, no vehicle shall be driven to the left of such line if the solid line is on the right of the broken line except that it shall be lawful to make a left turn for the purpose of entering or leaving a public, private or commercial road or entrance.
11. All vehtelps when entering a highway which is improved and hard-surfaced, and is a part of the State Highway system, from the side thereof, shall, immediately before entering such highway, stop.
12. No vehicle shall be stopped in such manner as to impede or render dangerous the use of the highway by others, except in the case of an emergency as the result of an accident or mechanical break-down, in which case the vehicle shall be removed from the highway as soon as possible; and such removal may be ordered by a police officer at the expense of the owner if the disabled vehicle creates a traffic hazard. No vehicles shall be stopped except close to and parallel to the right hand edge of the curb or roadway.
18. No truck or bus, or part thereof, other than a school bus transporting school children, when discharging children who must cross the highway, shall be stopped on the traveled portion of any highway for the purpose of taking on or discharging cargo or passengers, unless the operator cannot leave the traveled portion of the highway with safety. A school bus stopping on the highway shall be stopped at a point where it can be clearly seen from both directions. -
14. No person shall refuse to move away from the scene of a traffic accident when such person is directed to do so by a police officer.
15. Every vehicle operated or moved upon a highway within, this county shall at all times be equipped with such lamps as ate required for different classes of vehicles, in accordance with the regulation provided by the laws of the State of Virginia, which lamps shall at all times be capable of being lighted, except as provided by the laws of the State of Virginia, but this section shall not apply to any vehicles for transporting well-drilling machinery licensed under the laws of the State of Virginia, when operated only between the hours of sunrise and sunset.
18. Every motor vehicle when operated upon a highway shall be equipped with brakes adequate to control the movements of, and to stop such vehicle, and such brakes shall be maintained in good working order and shall conform to the regulations provided j by the laws of the State of Virginia.
! 17. Every motor vehicle being operated upon a highway in this county shall be equipped with steering gear adequate to ensure the safe control of the vehicle, which shall not show signs of weakness or breaking under ordinary conditions.
18. Every motor vehicle, trailer, or semi-trailer operated upon a highway shall be equipped with a horn in good working order, capable of emitting sound audible under normal circumstances over a distance of not less than two hundred feet.
19. It shall be unlawful for any vehicle to be equipped with, or for any person to hse upon any vehicle, any siren, exhaust, compression or spark plug whistle or horn. It shall be unlawful for any vehicle to equipped with, or for any person to use, any horn or warning device while upon a highway that is not of a type that has been approved by the Superintendent of the Department of State Police, pr for any person at any time to use a horn otherwise than as a reasonable warning, or to make unnecessary or loud or harsh sound by means of a horn or other warning device except that the vehicles of common carriers or extra ordinarily large and. heavy vehicles may be equipped with such types of warning device as the Superintendent of the Department of State
