8a. When any person shall be convicted of violating any provision of this ordinance which designates the maximum speed limit for the operation of motor vehicles, and the judge or jury shall find that auch person exceeded the prescribed speed limit by more than five miles per hour, then, fa addition to any other peni attiea provided by this ordinance, the operator’s permit of such person may be suspended for a period of ten days. For the second, and each subsequent conviction within the period of one year, in addition to the other penalties provided by this ordinance, the operator’s permit of such person shall be suspended for a period of sixty days. The provisions of this section shall not apply in any case unless the applicable speed limit ia forty-five miles per hour or more* In case of conviction, the eourt or judge shall require the delivery of the operator’s permit to the court where it shall be held in accordance with the provisions of Chapter 46.1-425 of the Code of Virginia, ,w _ „
