As all application cards are mechanically processed at the Central Office in Richmond, send the following information on a postal card or letter and request an application card: full name as shown on title, Virginia title number, 1970 license number if owner has a current license tag, make and year model of vehicle, and your correct return address. Wait seven days for your new application.
