Richmond, Va.Coming to this area soon is the new drive-by litter container, the “Peli-can”. At a special demonstration of the “Pelican” in Richmond, Governor Linwood Holton accepted on behalf of the state of Virginia, 100 “Peli-cans” from James E. Howard, president of the Virginia Beer Wholesalers Association, the group sponsoring this new state-wide litter control program.
