However, Potomac Edison, among other power utilities, has historically built transmission lines with indiscriminate disregard for constitutional rights of the individual and for the destructive impact upon the environment. Individuals who denied their permission to survey have had to go as far as court action to protect their property. Have property owners been told what the survey is for? No, not unless they were sufficiently interested, aware of the possible impact of a power line and knew that means exist* to prevent construction to ask specific questions.
