The House of Delegates completed its final action on 1 Thursday upon the bill to 1 redistrict the House of Delegates. ' This matter has been studied for some time by the Privileges and Elections Committee and the bill, as recommended by that Committee, placed Fauquier, Warren, Clarke, Frederick and the City of Winchester into one district with two delegates being elected from the district at large. Since the governing bodies had indicated that they would prefer to have single member districts, I offered on the floor of the House an amendment to the proposed bill which would have provided one district for Fauquier and Warren Counties and another district for Clarke, Frederick and Winchester. This amendment was defeated by the House of Delegates on the grounds that it would not meet the “one man-one vote” requirement of the Supreme Court of the United States. It is anticipated that the bill will be approved by the Senate and it then must be signed by the Governor. The final reapportionment of the House of Delegates, Senate and Congressional Districts must be approved by the Attorney General of the United States. If this approval is not granted, the General Assembly will be | required to meet again sometime later this year in order to
rearrange the districts according j to the requirements of the federal government under the Civil Rights Act.
Rappahannock County has been added to Orange, Madison and Culpeper Counties to form one House of Delegates district in the redistricting bill passed by the House of Delegates last week.
