Timely suspicion
SUPERVISOR H. B. Wood Jr. was quite right in his reservations about Rappahannock County’s joining the regional planning district concept that the Virginia State Government is currently fostering so vigorously.
From what we’ve seen in nearby counties, such “regional” groupings definitely have.,a way of attaining a life — and an expensive bureaucracy — of their own, and individual counties, especially rural ones like Rappahannock, can often find themselves in the classic tail-wagging-the-dog situation.
The Council of Governments of the Metropolitan Washington area, wliile not precisely a Virginia government-sponsored regional grouping, ^ provides one handy example of the dangers that can arise. Some of the less “metropolitan” members of this coalition are already having to fend off some of the more odious plans of their bigger, and more powerful co-members, and there is talk of devising ways and means whereby COG cam raise its own revenues and become an independent, truly regional government. As a matter of fact, there is talk in Virginia of looking into ways of giving the Planning Districts revenueraising powers of their own, and even legal powers that might supersede those of local governments.
