Such developments are fostered, he went on, by people “who are not citizens; they are out-of-the-area developers, and it gets right messy. Some terrible things have happened in an adjoining county because they were not alert.”
Dr. LeGard emphasized that it was not his department’s function to either abet or hinder such developers, just to “help people to build and live decently on the land.” But a full-time sanitarian, at a cost of $716 more to the county per year, would be money will spent, he argued.
