COMMONWEALTH’S Attorney George Davis was inclined to agree with Miller. “We have a good subdivision and zoning ordinance, but the biggest problem is enforcement and administering, especially septic tank and water requirements. . .We will let a lot of the effectiveness of our ordinances pass us
