Newbill Miller said he thought so, too, and noted recent complaints from the Calverton-Catlett area in Fauquier County — where “some 70 per cent of water systems are contaminated in just a little area” — as a warning of what could happen in Rappahannock.

“You don’t have to go to Catlett,” said George Davis. “A number of the problems in this county are being covered up before they’re properly inspected. You don’t have to go to Catlett, go to Sperryville. . .”

Miller added that $716 a year “is not a lot to ask about a matter of health; as close and as tight as I am, I think it would be a good investment.”

Mrs. Betty Coates made a motion to approve Dr. LeGardis request, and the motion to approve was unanimous.

AFTER THE vote, Dr. LeGard continued to expand on the problems of development and of how his department is determined that some mistakes of the past will not be repeated.

“We have learned by our mistakes,” he said. “In some areas, there has been a tendency for some of us to operate with our feelings instead of with our heads. We won’t continue to do this.”

Dr. LeGard said his department is determined “to do better to contain the messes from here on,” and freely admitted that his own Health Department6* had shared in the responsibility for some of the “messes” that had already been created.

“All I would ask is that we be consulted in any changes, you might be contemplating in land use legislation,” D’r. LeGard added. “There is always a tendency when development starts to ask that minimums be low. I am most strenuously against this. The av jrage subdivision doesn’t have sufficient land for .individual wells and septic tanks, and we won’t issue the first permit until we can be assuredthere is sufficient land to put in a replacement field without
