Herbert Foster said he was concerned that agreeing to membership might be signing another one of those “blank checks” of rising costs such memberships have' represented in some past instances. Miller thought that in the present instance, this was not a danger.

Mrs. Eileen Day, speak: ing from the audience, suggested that Rappahannock “will have more say on what was being planned for us” if the county were an official member of the planning district.

Miller agreed, pointing to a Water Control Board study going on in the county right now, “without any local involvement.”
