operated on water subject to the jurisdiction of the United States, as set forth in Titles 33 and 46 of the Code of Federal Regulations and issues of the Federal Register supplemental thereto, are herby adopted by the Commission as its regulation applicable to boating safety equipment required to be installed or carried in or on such vessels being operated on all waters within the territorial limits of this State. Any additions to, amendments of, or other changes in such federal regulations are hereby adopted as of their effective date, in accordance with the legislative intent manifest in SS 62.1-172 (k), Code of Virginia.
