DR. LeGARDE seemed satisfied with the response of the Board members: “I’ll take the attitude, then, that I’ll stay within the law.*’

In this connection, he informed the Board that starting in July his Department will undertake “environmental studies” throughout the community. Later, he explained that by “community,” he meant the entire county, rather than just a specific place like Sperryville.

These “Environmental studies” will be to determine whether sewage disposal and water systems are to required health standards. Dr. LeGarde said he wanted the Board and the citizens of Rappahannock to know “we’re not out there trying to find trouble, but we need to know what the situation is.”
