Daniel Noce’s charge . that Sperry ville’s sewage had become “an international problem” for no reason, and Pete Luke’s suggestion that there are “inconsistencies” in the state’s policy toward polluters, may have sparked a stopgap measure to keep Sperryville’s businesses in operation despite an earleir Health Department mandate that they close.
