CONSTRUCT ALL THE ELABORATE “Article 12s” and “CIPs” you want, but they can be nullified overnight as soon as a superhighway is opened up, or a sewer system laid down. And the highway engineers can talk all they want about improving safety, and the sanitary engineers can lecture all they want about eliminating pollution —what they’re really doing is stimulating growth, and sometimes where local governments say they don’t want growth.
All the brave talk about good planning, good design, “affordability” and such is entertaining, even occasionally enlightening. It sure has provided the basis for a lot of conferences, forums, roundtables and television and radio programs. But it’s been just talk. The real action is with the sewer and highway boys.D
