The Virginia State Crime Commission made a study on this subject during the past year and they pointed out a number of difficulties and the necessity for the strictest possible control and they also reported that Virginia does not have a state or local law enforcement agency which is capable of policing and controlling a major race track operation.
I believe that if we are to have pari-mutuel betting in Virginia the major race tracks at which the parimutuel betting is to be held should be owned and operated by the state because of the much more effective control that can be achieved in this way. This has some substantial similarities to the state operation of the Alcoholic Beverage Control system.
I VOTED for the amendments which would have provided for state-owned and state-operated parimutuels and race tracks and I voted for the bill after these amendments were adopted, but most of the members who had favored pari-mutuel under private ownership and operation did not support the bill with the amendments for
