state ownership and state operation and thus the bill was defeated. It now appears that a Senate bill which is coming to the House of Delegates will be amended to provide for state ownership and state operation of the major race tracks where pari-mutuel betting will be allowed and a number of members who opposed the concept of state ownership and state operation have said they will now support such a bill. I have supported the legislation for state ownership and state control because I believe this will provide the best and most easily controlled operation and will minimize the opportunities for illegal activities.
The proposed bill on pari-mutuel before the House of Delegates provides for a statewide referendum requiring approval of the people before pari-mutuel betting will be legalized and also provides for a local referendum requiring approval of the people in a locality in which it is proposed to locate a race track with pari-mutuel betting.
