During the public presentation portion of Tuesday night’s meeting of the Rappahannock School Board, a resolution of “no confidence” was presented to the Board members from 45 county teachers. Educational Association president Donald Bomberger reported that the teachers “felt the need to strongly express their dissatisfaction with the Board's leadership and the support or lack of support, demonstrated by the Board for the quality of education in the Rappahannock County Schools.”
The resolution met with resentment from School Board Chairman Beverly Massie. She charged that the teachers, during the controversy over the proposed budget, had not demonstrated a concern for their students or a positive attitude towards working with the School Board.
Board member Arthlinda Quaintance said she was disturbed and saddened.
The rest of the Board members declined to respond to the resolution. In full, it stated that “the teachers of Rappahannock County hereby declare that they have NO CONFIDENCE in the School Board, in that they have:
1. Failed to provide positive leadership to further the cause of education in Rappahannock County; and
2. Failed to act in a manner consistent with their responsibility to provide adequately for the educational needs of the children of Rappahannock County; and
3. Failed to adequately provide for the economic and professional needs of their professional employees; and 4. Failed to provide reasonable and meaningful processes and procedures for the purpose of obtaining broad community and employee input into the decision-making process.
