everyone a true 6.8 per cent cost of living raise, then this percentage should have been applied to the teachers salaries on top of the regular, contracted-for step increment increase. This would mean a raise for the position or the job of teacher—whether first year or 14th year.
In the federal government, raises are applied to Government Service levels. If an employee is promoted to a higher G. S. level, he gets the pay raise that the new rating provides. If a cost of living raise is awarded to all government employees, it comes on top of the raise for the promotion.
The School Board, in this case, could leam something from the Federal Bureaucracy. Raises as part of promotion and raises for cost of living don’t mix.

During the exchanges at Tuesday’s meeting, two high school students in the audience spoke out and their remarks should make all of Rappahannock’s teachers glow with pride.
Jimmy Swindler and Kim Estes described their instructors as friends and spoke of them with affection, respect and admiration. In a time when headlines scream horror tales of students physically assaulting their teachers, Jimmy's and Kim’s feelings are a breath of fresh air. There’s no reason to believe the opinions of these two young adults are an exception to those shared by a vast majority of the county’s elementary and high school students. The students, at least, think the teachers are dedicated and concerned for the children entrusted to their care.
