CIRCUIT COURT Judges Carleton Penn and Rayner V. Snead have been re-elected by the General Assembly for additional eight-year terms on the 20th Judicial Circuit bench
The names of the two were placed in nomination by area representatives and were unopposed for unanimous approval by both the House and Senate.

DEL. RAYMOND Guest (R-Front Royal) says Virginia’s counties and towns will have to band together in a stronger lobbying effort if they hope to win approval of legislation aimed at making land development more orderly.
Guest sponsored a bill, at the request of Fauquier County, which would have allowed counties to impose a charge on the developers of subdivisions to defray 1 resulting increased government costs for education.
The bill died in the House Counties, Cities and Towns Committee largely, Guest believes, because of the strength of lobbyists representing real estate, construction and developer interests.
Guest said he is willing to introduce similar legislation again, but “if the counties want it...they’re going to have to get together” and organize a strong lobby.
The Front Royal Republican said his efforts were probably hurt by the fact that the Virginia Association of Counties and the Virginia Municipal League remained neutral on the legislation. The backing of those two organizations, he said, could change the vote.
