annexation moratorium. It is true all our counties and towns would receive more state money including payment by the State for all Judges’, Sheriffs’, and Commonwealth Attorneys’ salaries. This relieves our counties of supplementing their pay.
Here is the kicker. This bill will cost the State an additional $150 million dollars and no provision has been made for this in the Budget. It was passed before we even knew if we could afford it. The immediate assumption is that in 1980, our sales tax may have to be raised to fund it. This would create an additional hardship on our young people starting out and on the elderly on fixed incomes. Add this to inflation and something has got to give.
The bill is now on its way to the Senate. Our only hope is that we have a tremendous growth in the State’s economy and inflation will subside.
