“The supervisors expect us to operate within the bottom line of the budget,” said board member Charles Eldred. He. added that the supervisors" also wanted anticipated expenditures listed by category and line item but only “as best we can foresee it.” Eldred maintained that the local governing body relied on the school board to meet unforeseen expenditures by transferring money within the budget while keeping within the total appropriation.
"I’ve been a banker for 25 years and I see what I see. I have questions about ALL this,” said Eastham, holding the budget up in one hand. He again challenged deficits in two categories and criticized the expenditure of almost 70 per cent of the appropriation in other categories with the current school budget year only two months old.
“It takes a while to get a perspective on the figures,” Mrs. Massie responded, adding that it requires time to get funds into the proper categories.
“Are you satisfied that everything is going along here just right?” asked Eastham, again holding the budget up.
