Massie answered. She acknowledged that it was difficult to remain unconcerned in the face of expenditures that totalled most of the appropriation for the entire school year in some categories. Mrs. Massie added, however, that this was the result of contractual agreements in most cases. “There are certain times of the year when you spend more money than in others,” she said.
“I won’t go into the details now...but I’m. not satisfied > that the Rappahannock County School Baord is composed of fiscal giants,” Eastham responded. “Finances in a number of areas...need more control for safety's sake,” he maintained, adding that figures looked on the surface like ‘‘Chinese arithmetic.” Eastham concluded with a promise to delve deeper into budget matters and to continue to ask questions.

Jim Hobgood, assistant to Representative J. Kenneth Robinson, will be at the court house in Washington on Wednesday, November 21, from 10 a.m. until noon.
