The Loudoun and Fauquier bar associations unanimously voted to recommend Rollins, a former county court judge and current vice chairman of the State Water Control Board.
"This is the first time 1 anticipate being in a real fight for appointing a judge,” said Sen. Waddell on the afternoon the 1980 General Assembly convened. Jan. 9. in Richmond.
"I’m nominating Kenneth Rollins because he is qualified, and he’s from Loudoun County,” Sen. Waddell added. “1 think 70 to 80 per cent of the caseload for the 20th District Juvenile and Domestic Relations Court is in Loudoun.
“I made my decision based on the facts that both the Loudoun and Fauquier County bar associations voted endorsement for Rollins unanimously,” said Sen. Waddell, “and that the population of Loudoun is twice that of Rappahannock and Fauquier counties."
Both Rollins and Hertz will come to Richmond this month to be interviewed and certified as nominees in closed meetings of the Courts of Justice Committees in the General Assembly's Senate and House of Delegates.
After the committee in each house conducts independent interviews, the nominees for judgeships go to the Democratic Party Caucus in the state Senate—what Sen. Waddell describes as “one of the remaining vestiges of power enjoyed by the majority party.” The endorsement of a senator from a nominee’s home district is an important one.
Although the 20th District Juvenile and Domestic Relations Court includes Fauquier and Rappahannock as well as Loudoun, their state senators are Republicans. Sen. William A.
