Nominee Rollins is a former member of Virignia's House of Delegates. A Democrat-turned-Independent-turned-Repub- pendent-turned-Republican, Rollins unsuccessfully challenged incumbent Democrats for a seat in the House last November.
A parallel nominating procedure takes place in the Senate and House of Delegates. Theoretically, Sen. Waddell said that Republican Rollins could be the Senate nominee and Democrat Hertz the Delegates’ choice.
The delegate with the most to say about the judgeship in the House is Democrat Earl E. Bell (D-Hamilton) of Loudoun. Delegate Bell was one of the Democrats who ousted Rollins from a 20th District House seat in 1975 and who beat Rollins' challenge last November.
If the Senate and House are deadlocked, theorized Sen. Waddell, “my understanding is that the senior judge in the 20th Judicial Circuit, who is Circuit Judge Carleton Penn of Leesburg in Loudoun, would make the choice."
