Referring to the plan's population projections that predict the county will grow to 8,255 by the year 2000. Miller asked if Rappahannock could afford to provide water systems and other services with only 3.000 more individuals to absorb the cost.
Luke maintained that the planners shouldn’t let failing septic systems in the town of Washington pass unnoticed. He said the plan could designate a suitable site near town for sewage disposal. “Eventually, we're going,'to run out of septic field alternatives,” Luke said. „
