Del. Beard thinks the governor did not go "far enough” with recommending the addition of 96 state troopers and investigators, with 28 troopers required for patrols on new segments of Interstate 66. Del. Beard thinks the existing state plice also need salary increases.
“The governor recommended increasing the number of state troopers and establishing a new Northern Virginia division,” said Del. Beard, “but this doesn’t do one thing for the compensation of state troopers we already have.
“We cannot continue to have this quality of state police, if we don't pay for the individual’s competence and education,” said Del. Beard.
On the other hand. Sen. Miller said he is “pleased” with the governor’s proposal of salary increases for deputy sheriffs and “encouraged” by the governor’s construction proposal to expand the state prison system.
"Without adequate prison „ facilities, the effectiveness of criminal punishment is critically diminished,” said Sen. Miller.
Sen. Miller also supports "adequate funding” for the Virginia Supplemental Retirement System (VSRS). He also endorses a state energy plan, which includes conservation in state buildings, design of new buildings to rely on fuels other than oil, and possible construction of a coal gasification or liquefaction plant in Virginia.
Upwardsjof 2,000 bills and resolutions are expected to be introduced before the General Assembly passes a . jtate budget for the next two ,years and adjourns in March.

Training
K Navy Seaman Recruit Sandra K. Grigsby, daughter of Kerry P. and Betty F. Grigsby of Woodville, has completed recruit training at the Naval Training Center, Orlando, Fla.
During the eight-week training cycle, Grigsby studied general military subjects designed to prepare her for further academic and on-the-job training in one of the Navy’s 85 basic occupational fields.
Included in her studies were seamanship, close order drill. Naval history and first aid. Personnel who complete this course of instruction are' eligible for three hours of college credit in Physical Education and Hygiene.
A>^978 graduate of Rappahannock County High School, Grigsby joined the Navy in October 1979.
