“When you've got stuff bubbling up on the top of the ground, it gets to be a town problem,” countered Luke. He noted that inadequate septic drainfields affect more in the lot where the malfunctioning field is located.
“We don’t think we have much of a problem just everybody else does," Miller replied.
“As long as the health department sees it that way," concluded Luke.
Five Year CIP
The planners also failed to reach agreement of the draft plan’s goal for development of a five-year capital improvements program. The draft listed facility needs of schools, library, water and sewer, health. Fire and rescue, general government, solid waste and other essential public services for inclusion in the program.
Miller proposed striking the library and fire and rescue from considerations of capital improvement needs. "1 don’t think we should put the innuendo in the comprehensive plan that the county will do a capital improvements program for all these organizations," he maintained.
When Luke and Capelle suggested that both the library and fire and rescue be kept in, with a provision in the capital improvements program that no building needs are foreseen for either. Miller proposed another question mark next to that goal.
