Quoting an old cowboy song “we are back in the saddle again" and the way things are starting out, it may be a rough ride.
A "bucking bronc” which we will call "Partisan Politic” came roaring out of the Senate chute and promptly threw the minority rider flat on his can. It seems the majority party in the Senate wants to slap the Governor on the wrist for campaigning during the last election.
I was born and raised in this State and 1 can never remember a time when the Governor in power didn't do the same thing. So w hat’s the big deal?
Thank goodness the House remained about as bipartisan as it could. Our new speaker. Mr. Philpott, made a valiant effort to keep things equitable. He even removed some of the majority delegates to make sure none of the old-timers had more than four committees. (Some used to have five.) Some did not like it and some were relieved. Mr. Speaker admitted he might have made a few mistakes but in my opinion he did the best he knew how. After all, he is a freshman Speaker and I have a good memory of my freshman years. 1 feel honored and fortunate to have kept my same Committees, Finance and Agriculture.
On the first day of the Session after the regular formalities were concluded, a joint session of the House and Senate was called to hear the Governor’s address. It must have been the largest crowd ever assembled. In addition to all the Senators, Delegates and Cabinet members, a bus load of Philpotts were present. It must have been a very prolific family. They were all asked to stand and there were more than 1 could count in the time allowed.
The Governor appeared at 1:30 and spoke for about 45 minutes on various programs and recommendations for the Assembly to consider. He mentioned the fact that he has kept the growth in State Government to a 2.4 per cent level, w hich is half the annual increase in the past 15 years. Our own local governments * have increased 5.3 percent
