In order to add bathrooms, a septic field must be installed. Location of the flood plain becomes critical because the Rappahannock zoning ordinance specifies that septic fields must be at least 50 feet from the boundary of a flood plain. In the flood plain itself, septic fields are prohibited.
Maps showing the boundaries of Sperryville's flood plain are vague, Fletcher maintained. His client's property is 200-300 feet from the Thornton River, the attorney said, and as he reads the maps, the lot can accommodate a septic field that meets the 50 foot distance criteria. But his opinion alone isn’t enough, Fletcher said.
He reported that he has asked local sanitarian Jack Lockhart and the soil conservation office on at least five separate occasions to delineate the flood plain—without success.
