Capelle told the Planning District Commissioners last Thursday that he’s currently contacting local jurisdictions to explain the availability of funds through Virginia Community and Economic Development Block Grants.
The program was instituted by the Reagan administration to replace federal funding previously channeled to localities through the Department of Housing and Urban Development.
Sperryville’s sewer project had been awarded $193,000 under the old HUD program but that grant was cancelled after work failed to proceed on schedule.
Capelle is a member of the state committee appointed to develop guidelines for administering the federal grants. He explained that priorities will be placed on economic development, housing and community facilities. “There will be some real opportunities in PD9,” he noted.
Applications for the block grants may be submitted between January and March with the grants awarded in late spring or early summer, Capelle reported.
How the money will be dispersed is still undecided, “whether it will be competitive statewide or awarded to regions,” he said. “The state will get to make that decision.”
At Thursday’s meeting to discuss funding opportunities with Capelle were Carson Johnson and Donald Gore, chairman and member of Rappahannock’s Water and Sewer Authority.
