"Thank goodness the nuclear power plants are back in operation or we could have had a repeat of the problems we experienced four years ago when the James River iced over and Vepco couldn't get enough water to cool its oil and coal fired plants." Updike said.
Even with nuclear power available. Vepco, the utility that supplies REC with electricity, had outages, including a power loss in the town of Culpeper. Updike noted.
