Officials said the proposal would meet only some of the state's highest priority needs, and they repeated their warning that the highway program would be in serious jeopardy without increased funding.
Spelling out the extent of the jeopardy, they said:
—The state's road and bridge construction and reconstruction work, already sharply cut, would be phased out almost entirely in less than three years.
—In fiscal year 1983-84, for the first time, Virginia will begin forfeiting federal aid because of an inability to pay its matchirfj; share. The state won’t be able to use an estimated $1.1 billion in federal funds by 1988, under present revenue sources.
— Some maintenance operations have been curtailed. and by fiscal 1985-86 funds from existing sources won't pay for all the work required merely to maintain the present 52,600-mile highway system.
