In 1979. only one of Virginia's 136 cities and counties had a lower true effective tax rate than Rappahannock, according to Real Estate Taxes and True Values in Virginia 1979 released last week by the Virginia Education Association's, research service.
The VEA publication gives Cumberland County's 1979 effective tax rate as 17 cents follov ju by Rappahannock and Buchanan, both with 23 cents per $100. For that same year. Rappahannock's nominal tax rate was $4.20.
"Nominal tax rate" and "effective true tax rate” are confusing terms. In explanation, Rappahannock County had a nominal tax rate of $4.20 in 1979, producing a tax that year of only $184 on an $80,000 home due to a 5.4 percent assessment ratio, one of the lowest in the state.
