Aside from financial issues and re a pportionment, ratification of the Equal Rights Amendment, strengthening of the state conflict-of-interest laws, and changes in the organization of the state highway department will be issues of major interest. The ERA, which will be coming before the assembly for the ninth time for ratification, will be hotly debated. The ERA has reached the Senate floor for a vote only twice; it has never gotten out of committee on the House side.
Patricia Winton. coordinator of the Virginia National Organization for Women (NOW), said this week that in spite of past difficulties in gaining ratification in Virginia, the chances for passage this year are "very good."
But to complicate matters, a federal judge in Idaho ruled late in December that Congress acted illegally in extending the ratification deadline to June 30, 1982, and that states can rescind their ratifications if they choose. So far, 35 of the necessary 38 states have ratified the amendment.
“I think the members of the General Assembly probably aren’t giving it that much weight," Ms. Winton said of the judge's ruling.
