When the difficult task of redistricting is finally completed, the 1982 General Assembly will be faced with another difficult job: how to compensate for a projected $500 million shortfall in federal revenues over the next two fiscal years.
Outgoing Gov. John N. Dalton, in a speech to a joint meeting of the legislature on Wednesday, is expected to present a balanced budget of $13 billion for the 1982-84 biennium that proposes no tax increases. Federal cuts have been incorporated into the budget by cutting back some programs and eliminating others, legislators said this week.
Gov.-elect Charles S. Robb, a Democrat who will be sworn in Saturday, will have to work with the Democratic-controlled legislature to make further budget adjustments and to determine whether tax increases will be used to offset federal deficits.
