Estes pointed out that the county may have to use that surplus to upgrade the jail to meet State Department of Correction standards in order to hold prisoners for longer than 24 hours. In addition, he noted that funds may be needed for a school improvement program.

Reassessment Criticized

The public notice advertised last week in the Rappahannock News gave the increase in tax rate from 1981-82 to 1982-83 as 6.45 percent but qualified that “individual property taxes may however increase at a percentage than or low than” the 6.45 percent figure.

“The wording disturbs me," said A. Y. Stokes, asking if there will be a difference in computation in the way individual tax bills are determined. “Will you be treating people differently?"

“The reassessment has already treated people differently." answered Cox, pointing out that some reassessments may have gone up or dow n more than others. But the same tax rate will be applied to all assessments, he added.
