“I haven’t talked to anyone who doesn’t want it,” replied Estes, representative from the Piedmont District which includes Sperryville. He pointed out that without a sewer system, the value of property in the community could become practically worthless.
“What happens when Amissville comes in with a request (for county money to build a sewer system)?” asked supervisor Clarence Baldwin.
Both Baldwin and Wood voted against the resolution directing Baumgardner to draw up a guarantee of design funds for the sewer system.
In answer to a question from Estes, county accountant Wally Cox reported that the proposed 1982-83 budget and tax rate will provide sufficient surplus funds—more than $200,000 by the end of the year—to cover adding the $105,000 without raising the proposed 33 cent rate. “You’re going to have to show it as a line item whether you pay it (in the event the block grant falls through) or not.” he said.
Wood voted against a motion to add the $105,000 appropriation to the budget with Baldwin abstaining.
The county budget, with the front money guarantee for Sperryville’s sewer system, will be formally acted upon by the supervisors at a special meeting set for next Monday, June 14, at 10 a.m. in the courthouse.
