(Mr. Forberg informed me on June 3 that a site value is required for all tenant houses.)
As to the Barksdale land, all clustered around the town of Flint Hill: the News described "22.78 acres of pasture and forest with small amount of road frontage reduced from 1400 to 1000 an acre” — without comment. That small parcel happens to be on one of the county’s prettiest roads, Route 729 where it meets Route 522 and enters the town of Flint Hill. The Barksdale land circles around behind the town and joins up with another apparently deprived parcel of Barksdale land — 17.06 acres of pasture described by The News as "landlocked with no right of way”, which in turn adjoins the main Barksdale house site. This too was reduced from Hall’s assessed $14000 to $1000. Finally, there are 2.10 acres, also “landlocked with no right of way”, says the News, which Hall valued at $1800 but the Board devalued to $1000, an 80 percent drop. This little parcel happens to be in the heart of Flint Hill, adjoins the other Barksdale land and is perfectly accessible, should Barksdale elect to make it so. The grand total of “equalizations” or changed assessments for the Barksdale properties: $44,360 in reduced assessments.
