But the county will be repaid by the citizens of Sperryville who are to be served by the sewer system, noted Piedmont supervisor Charles Estes, pointing out that the WSA has the power to place liens on property within the service district to raise revenue.
‘‘If the thing fails, the property owners of Sperryville w ill be the ones in the hot seat...There’s no way it can be a loser for the county,” Estes emphasized “The county might not get its money this year but it will get the money eventually (when Sperryville property with WSA liens is sold)."
A loan from the county to the WSA doesn't create a lien in and of itself, according to Baumgardner. But the Authority has the power to make assessments against properties w hich w ill be using the system sewer system in order to repay the loan, he added.
“I say the property owners of Sperryville are surety for the loan," said Estes, who has both his home and business in that community.
“In a round about way. that's correct...because the Water and Sewer Authority has the power to make assessments," the commonwealth's attorney agreed.
