Roy quoted the Virginia law, passed in 1981, stipulating that each county or city in Virginia maintain a shelter under certain guidelines. ‘‘I can’t tell people in other counties what to do." she said. “1 can only tell them what we do here.” Roy said that there is ‘‘excellent” cooperation between the shelter and the animal control officer. The shelter also serves as a pound for the county, a facility that until recently was maintained separately.
